Dave Hayden, Grant Township resident reflected, "It felt like it was our best chance to get broadband. We had to do it differently and we had to get overwhelming community support." The third grant attempt began around a kitchen table and community broadband champions talking over coffee about how this time would be different. The Mosaic Technologies Public Relations Manager, De Anna Westphal made 4 trips in total throughout the grant application process to hold public engagement meetings. The Grant Township's board collectively believed the project needed financial support to make the grant as attractive as possible. "It's one thing to have letters of support, but to financially support the grant with ARPA funding, a community collection, and private donations from local businesses we felt it would get Grant the award it needed to get Mosaic fibered throughout the community," stated Treasurer James Ackerlund.

The township's grassroots efforts and mailings brought the public to the meetings. Residents took flyers, extra letters of support information to their neighbors, and phoned one another to raise awareness and increase grant support. "It took the entire community to work together with me to make the most compelling community impact narrative we could. The packages just kept coming by mail," remarked De Anna Westphal, Mosaic Technologies Public Relations Manager. Due to the inability to collect letters of support digitally, the township collected them and sent them by mail weekly. In total, there were 76 letters of support from the 133 locations within the project scope. Grant Township Chairman Mark Dietsch stated, "We just had to get it done. I can't tell how many times community members told me 'You're doing a good job, but we really need internet.' We did everything we could to make sure this time we got it awarded."

With Mosaic's leadership expertise, the team was able to model and differentiate the grant application to be a standout. Chief Operating Officer Preston Pearson oversaw the engineering and design of the project scope. It was imperative to engineer the grant extremely carefully due to the population scarcity while making the dollars make sense to build it. Then Linda Garbelman, Chief Regulatory and Financial Officer modeled the grant work to show Mosaic's financial strength within the application. Collaboratively, Chief Human Resources Officer Tammy Emerson developed narratives with Public Relations Manager De Anna Westphal to embody the Grant Township's critical broadband need for reliable, affordable access. CEO Domenico Fornaro, "This team worked incredibly hard to deliver an award-winning application on behalf of the community. Our team of experts' focus drives our capabilities to expand our footprint and support rural communities with Mosaic's state-of-the-art fiber broadband network."

The Wisconsin Public Service Commission awarded the Grant Township application to Mosaic Technologies in 2024 and as soon as construction was able to begin, within four months, Grant Township was 75% signed up for services. This grant award brought new meaning to the public-private partnership and deemed it as a rural broadband infrastructure project success. "We want to thank Mosaic Technologies for their efforts in providing services in northern Dunn County. They are great partner to work with." Dan Dunbar, Assistant Dunn County Manager stated. The level of participation across the township in communicating the broadband need to signing up neighbors during construction made this partnership and project successful. Today, Mosaic Technologies proudly activates internet services within Grant Township to support residents and businesses with future forward infrastructure and capabilities to scale the network up to 10 gigabytes with symmetrical speeds.

Mosaic began its fiber expansion construction in Turtle Lake on April 1 and will be in the area until later this summer. During this fiber installation process, Mosaic will replace its current network of copper cables with a network of fiber optic cables which use light instead of electricity to carry a digital data signal.
To help fund the project, Mosaic applied for the first round of broadband grants appropriated by Gov. Evers in the 2019 – 2021 Wisconsin biennial budget totaling $24 million — the largest in state history.

“Mosaic appreciates all the hard work and dedication from the Public Service Commission of Wisconsin and the Village,” said Mosaic’s CEO Domenico Fornaro. “Unfortunately, there was not enough money in round one to support the Turtle Lake grant request. However, Mosaic committed to the Village of Turtle Lake leadership, businesses, and residents that we would provide a robust fiber network with up to 1 gig-capable speeds and we plan to keep that promise.”

Mosaic has also expanded into other underserved areas, including neighborhoods in Barron, Dallas, Ridgeland and rural Rice Lake. These combined projects represent a significant capital investment by Mosaic in the much-needed rural broadband expansion effort. Once completed, residents will enjoy:

Fiber broadband speeds up to 1 Gig, providing for better video streaming television for Netflix™, HBO Go®, Hulu, and other services.
Best in classupload and download speeds, providing a seamless internet connection experience, especially for all newly connected devices in homes today.

Citizens of Turtle Lake will see Mosaic’s construction team and equipment in the area. Mosaic asks for Turtle Lake residents’ cooperation and patience as construction continues through the summer months. Anyone with questions or requests for service is encouraged to call 715-458-5400 or visit ExperienceMosaic.com for more information.

Mosaic has contracted Tjader Highstrom to construct its Fiber-to-the-Home network to all rural residents in Dallas and Ridgeland. With 232 miles of main line construction and 930 establishments slated for completion in these two exchanges, Mosaic is committed to strengthening the cooperative with connection to the fastest broadband speeds available.

“Mosaic’s commitment to the cooperative continues with a substantial infrastructure investment to these rural communities in Barron County,” said Mosaic CEO Domenico Fornaro. “Mosaic is working tirelessly to bring high-speed internet to more people as fast as possible, especially during these challenging times.”

The fiber optic deployment will allow new customers in these areas to access internet services at 1 gig per second — the equivalent of 1,000 Mbps, the fastest internet speed available. With more households requiring faster bandwidth, the construction couldn’t come at a more opportune time. Students and those working from home need better access to more symmetrical internet speed now more than ever.

“People are relying on the internet for work, school and connecting to loved ones,” continued Fornaro. “It’s more important than ever that as many people as possible have access to the best connection possible. That’s our biggest motivation right now.”

The grants are part of the first round of broadband grants appropriated in the 2019–2021 state biennial budget. The fiber deployment for gigabit internet services is part of a multi-year initiative by Mosaic to expand fiber optic infrastructure throughout Barron County.

Mosaic CEO Domenico Fornaro thanked the PSC and local municipalities for their cooperation in securing the grants.

“I would like to thank the Wisconsin Public Service Commission for the continued partnership with Mosaic to bring the fastest, most reliable internet to people when they need it the most.”

The fiber optic deployment set to begin later this spring will allow new customers in these areas to access the fastest internet services available at 1 gig per second. The mainline fiber construction will run in the two specified areas and have drops to each home that signs up for service. Any residential household or organization on the route to the network will have access to various service options, speeds and plans.

The company will provide periodic updates on progress, so residents will know when they can take advantage of the new, faster internet. For more information about all of Mosaic’s Fiber to Home initiatives, visit www.experiencemosaic.com or call Mosaic at 715-458-5400 to request service.
