
Mosaic’s Trailblazing Women in Telecom
Cameron, WI March 27th, 2025—The NTCA Rural Broadband Association is celebrating Women’s History Month by recognizing trailblazing women in the Telecom Industry. Mosaic Technologies is proud to have four incredible women recognized within the company: Board of Directors Kelly Hoff and Kelly Frisle, Chief Financial and Regulatory Officer Linda Garbelman, and Chief Human Resources Officer Tammy Emerson.
Kelly Hoff has been a trailblazer for diversity on Mosaic’s Board of Directors, becoming the first woman appointed to the board in 2002. With nearly 23 years of dedicated service, she has shown exceptional strategic leadership and commitment. Kelly’s tenure includes 13 years as the Director of the Prairie Farm exchange, 10 years as the Director-at-Large, and multiple terms as Secretary/Treasurer. Kelly is deeply committed to ensuring Mosaic Technologies remains financially sound while honoring the founding cooperative’s values and membership. She, along with her peers, has played a key role in the strategic acquisitions of HomeTech by Mosaic and Protechtors, which have expanded the company’s product and services portfolio.
As the second-ever woman elected to the Mosaic Board of Directors, Kelly Frisle has served for 10 years, representing the Prairie Farm Exchange and providing exceptional leadership and marketing insight. In her role as Vice President, Consumer Segment Marketing Manager for Johnson Financial Group, Kelly has contributed invaluable guidance in Mosaic’s acquisitions and rebranding efforts across four companies: Mosaic Technologies, HomeTech by Mosaic, MTech Construction, and Protechtors. With over 25 years of marketing experience, her leadership and contributions have supported Mosaic Technologies in expanding its product and services portfolio, ensuring the company remains competitive and innovative.
Chief Financial and Regulatory Officer Linda Garbelman, CPA, has been an integral part of Mosaic Technologies for nearly three years. With over 20 years of experience, Linda oversees all of Mosaic’s accounting and financial operations, including regulatory and financial compliance, sales, project management, and facilities and fleet management. Linda’s expertise in financial management and organizational planning has been crucial in the acquisitions of Mosaic subsidiary companies HomeTech in 2022 and Protechtors in 2024, as well as the formalization of Mosaic subsidiary MTech Construction. She has overseen corporate restructuring, equipment categorization, and procurement logistics. Through Linda’s financial oversight and modeling, she has significantly contributed to Mosaic’s success in fiber expansions across five counties and sixteen communities in Northwestern Wisconsin.
Over her 25-year tenure, Tammy Emerson has grown with the company to become an executive leader whose excellence has made a significant impact. Her passion for workplace culture and organizational growth has led to her most recent role as Chief Human Resources Officer. Tammy is responsible for creating strategic standards, training initiatives, and best employee practices for Mosaic Technologies and their growing list of subsidiary companies. Three companies have been added in the last 5 years creating a conglomerate that includes: HomeTech by Mosaic, ProTechtors and MTech Construction. Tammy’s expertise has been crucial in successfully restructuring and expanding. Her exceptional oversight of employee relations, compliance, safety, and legal efficiencies have elevated the work environment across Mosaic’s growing organization.
